The point as to the administration of estates of aliens is being considered against the consuls.
The second point relates to the case of foreign Offenders in transit to Europe - Mr. Hillier informed me that in his opinion some step should be taken to provide for their temporary custody. As matters now stand he has been constantly urged to allow these criminals to be shut up until they could be shipped off again from Hongkong, though he was aware that he had no power to detain them - W. Pauncefote concurs in this statement. - If the criminal cannot be detained they are turned loose on the society, while it not improved their chance of escaping punishment.
